How to Spot a Good Sacramento Roofer (7 Questions + 5 Red Flags)

The Sacramento roofing market has excellent legitimate contractors — and it has storm chasers, unlicensed operators, and companies with legitimate licenses whose sales tactics push homeowners into decisions they regret. Here are the seven questions to ask every bid, and the five red flags that mean walk away.

The 7 questions

1. "What is your CSLB license number, and what classification?"

Any legitimate CA roofer can answer this instantly. Verify it in real time at verify-my-roofer or at cslb.ca.gov. You want to see a General B (Building Contractor) or C-39 (Roofing Contractor) with active status and no unresolved complaints.

2. "Do you carry workers' compensation insurance? Can I see the certificate?"

California requires WC on any employees on a jobsite. If a roofer's crew is not WC-covered and one falls off your roof, the injury liability lands on your homeowner's insurance. Every legitimate contractor carries a WC certificate they can email you within an hour of the request.

3. "What is your general liability limit? Send me the certificate."

Minimum $1M per occurrence is standard. Cutting Edge carries $2M. If the contractor cannot produce a certificate on request, walk away.

4. "Show me your last 5 permit closeouts."

Every completed job in Sacramento County has a closed permit. A legitimate contractor will send you 5 addresses with permit numbers on demand. You can verify each one on the county's ePermit portal. 6. "What manufacturer certifications do you carry?"

GAF Master Elite, CertainTeed ShingleMaster, and Owens Corning Preferred each require training, insurance verification, and complaint-free history. A certified contractor can register a full-system warranty (shingle + accessories + labor) that a non-certified contractor cannot. Ask which certifications; verify on the manufacturer's site.

7. "Who pulls the permit, and when?"

The contractor should pull the permit before tear-off, itemize the fee on the contract, and post the issued permit on-site. Any answer other than that is a red flag. NEVER let a contractor start tear-off without a posted permit.

The 5 red flags — walk away

1. "We can eat your deductible."

Illegal under CA Insurance Code §1871.4. It is insurance fraud, and if your carrier finds out, your entire claim is voided and you are on the hook for the full roof cost. Any contractor who offers this has already committed fraud on other homeowners.

2. Door-to-door immediately after a storm event

Legitimate storm chasers exist, but the majority of door-to-door contractors that appear within 48 hours of a hail or wind event in Sacramento are out-of-state operators who will be gone before warranty issues surface. If they came to you, verify the CSLB license and their last 5 permit closeouts before signing anything.

3. Cash-only or "check made out to me personally"

Contractor payment goes to the company's business account, not an individual. If a contractor asks for a personal check, they are either evading taxes (which puts your license verification in question) or operating without a legitimate business account.

4. Massive deposits before material delivery

California B&P §7159 caps residential contractor deposits at 10% of contract or $1,000, whichever is less. Any contractor asking for 30-50% before material shows up is either operating outside the law or under-capitalized (and might not finish the job).

5. "Sign today or the price goes up tomorrow"

Legitimate contractors write firm quotes valid 30 days minimum. Pressure tactics — "this discount ends tonight," "the price goes up when the truck leaves" — are used to prevent you from getting comparison bids. A real quote holds.

The one thing worth paying more for

An established local contractor with 5+ years of Sacramento permits and manufacturer certifications is not the cheapest bid you will get. That is because they carry insurance, they train crews, they pay workers' comp, and they honor warranties.
