Class A Fire Rated Roofing in Placer & El Dorado WUI Zones — What's Required

If you own a home in Auburn, El Dorado Hills, east Rocklin, east Roseville, or the Placer or El Dorado foothills more broadly, your property is almost certainly inside a CAL FIRE Very High Fire Hazard Severity Zone (VHFHSZ). Any roof replacement you do — whether or not it is triggered by damage — is governed by Chapter 7A of the California Building Code. This is what that actually means.
The one rule: Class A assembly, no exceptions
CBC §704A.1 requires that all new roof coverings within a Wildland-Urban Interface fire area meet Class A fire-rating under ASTM E108 or UL 790 when tested as an assembly. Not the shingle alone — the whole assembly.
What qualifies:
- Concrete or clay tile over standard deck — inherently Class A
- Standing-seam metal over gypsum-based underlayment or fire-rated barrier — Class A

The vent rule everybody misses
Class A shingles alone do not pass a Chapter 7A inspection. §706A also requires that all attic vents, gable vents, foundation vents, and eave vents be ember-resistant. Practically this means:
- Metal mesh screens with openings no larger than 1/8" (formerly 1/4", tightened in the 2019 code update)
- Baffle plates on eave vents where possible
- Ridge vents that carry an ember-intrusion rating (Cor-A-Vent V-600 series, GAF Cobra Ridge Runner IR, etc.)

Eave assembly rules
§707A requires eaves and soffits within a WUI zone to be either enclosed with non-combustible or ignition-resistant materials, OR protected with a fire-rated soffit assembly. When you re-roof, verify that any exposed rafter tails at the eaves get either metal drip edge that fully covers the tail OR that the tails are boxed in.
Special situations: HOAs in Serrano, Empire Ranch, Whitney Oaks
High-end HOAs in the foothills often add design review on top of code. Serrano in El Dorado Hills requires HOA color approval BEFORE the contractor pulls a permit. Empire Ranch and Whitney Oaks similar. If you sign a roofing contract without your HOA color-approval letter in hand, the contractor cannot legally start work.

California's non-renewal wave has hit foothill zones hardest. Multiple carriers now require Class A + ember-resistant vent documentation as a condition of policy renewal. Keep your permit final and your Class A material invoice — they are what your carrier will ask for on the next renewal cycle.
